Dr. Fraser holds a Bachelor of Science degree (University of Guelph, 1978), a Master of Science degree (University of Toronto, 1980) and received his degree as Doctor of Optometry from the University of Waterloo in 1984. He earned his Advanced Ocular Disease and Therapeutics Certificate from the Pennsylvania College of Optometry in 1987 and became a Fellow of the American Academy of Optometry two years later.Dr. Fraser has been the recipient of several scholarships, including the Centennial Optics Scholarship, National Research Council of Canada Postgraduate Scholarship and Ontario Graduate Scholarship. He has also published several research papers in national science journals. From 1984 to 1988, Dr. Fraser provided eye care to Cree First Nation people along the West Coast of James Bay, and then worked in Optometry practices in Guelph, Toronto and Cambridge, before establishing Upper Grand Eye Care in 1995. He is an affiliate doctor with the TLC Laser Centre. Dr. Fraser has been actively involved in international health care, volunteering his expertise to provide eye care to underserved people in Mexico and Jamaica
